Today we cover two stories that illicit reflection on how democracy works in our country and in our state.
We talk with the Maine Civil Liberties Union about challenging the National Security Agencyrsquo;s right to use the Verizon phone company to gather information from Maine residents, regardless of the new national amendment to the FISA law.
But first, we go to the largest development plan this state has seen. Itrsquo;s timber giant and now developer Plum Creekrsquo;s plan to rezone nearly 16,000 acres in the Moosehead Lake region for 975 house lots and two large resorts. Yesterdaynbsp; Maine's Land Use Regulatory Commission (LURC) endorsed that plan.
On Tuesday and Wednesday LURC heard closing comments from the many organizations, businesses and others who have been opposing or supporting the Plum Creek plan. But LURC already had itrsquo;s mind made up, or had been advised by itrsquo;s consultants what it should decide. Yesterday LURC endorsed Plum Creekrsquo;s development plan.

The WERU community is celebrating 20 years of great community radio---and counting down to our next membership drive--- by taking a look back.nbsp; Today wersquo;re going back to 2003.nbsp; In November of that year we reported from the protests at the Free Trade Area of the Americas, or FTAA, ministerial meetings in Miami.nbsp;nbsp; Inside luxury resort hotels, the FTAA meetings were not going well as more and more countries were becoming aware of the negative impacts of corporate globalization.nbsp;nbsp; The resorts were surrounded by fencing and riot police, keeping any dissent well out of view of those inside.nbsp;nbsp; The protests were spirited, but in no way violent.nbsp;nbsp; We broke away after covering a Teamsters protest march and found a pay phone to call in to WERU with an update.nbsp; What follows is that call-in segment, engineered by Heather Candon, then recorded audio from the protests that aired later, including an impromptu press conference with a Miami police official in which you will also hear the voice of Andrea DeFrancesco and other reporters as well.nbsp;nbsp; So letrsquo;s take a trip back in time to 2003...</itunes:summary>

Two leading peace activists in the Czech Republic began an unlimited hunger strike on May 13 in protest of U.S. plans to deploy a so-called ldquo;missile defenserdquo; radar in their country.nbsp; The hunger strike and protests are now spreading throughout Europe and other parts of the world including the U.S.
Here in Maine, Bruce Gagnon who coordinates the Global Network Against Weapons #38; Nuclear Power in Space, joined the hunger strike on May 24 and vows to continue on with it until the Czech strikers quit.

TODAYS TOPIC(S): The assassination of Hector Antonio Ventura Vasquez, one of the Suchitoto 14 in El Salvador; Reflections on International Workerrsquo;s Day, May 1st, in San Salvador; the Salvadoran social movement opposes thenbsp; Association Agreement (ADA), a free trade agreement currently being negotiated with the European Union and Central America

Salvadoran organizations call on the Attorney General to investigate the assassination of Hector Ventura, who,nbsp; was recently dismissed of terrorism charges along with 13 others after they were arrested prior to an anti water privatization forum in July. They also call for the investigation of a number of other assassinations classified political in the last 3 years. There is fear violence could escalate leading up to the presidential elections in March 2009.

Though government representativesnbsp; currently negotiating thenbsp; Association Agreement (ADA)nbsp; between the European Union and Central America, say human rights and political dialogue are important components of the free trade agreement,nbsp; they are backing off requiring thenbsp; ratification of the Rome Statutes, which created the International Criminal Court.nbsp; Central American countries allege this would overturn amnesty laws which block the prosecution of anyone for war crimes during the civil wars in Guatemala, Nicaragua and El Salvador.

The social movement networks through out Central America say the negative impacts that have resulted from CAFTA, will be amplified in the ADA, particularly in the areas of intellectual property rights and services. They say, European companies have the strongest interest in the privatization of water and energy.

The Peace Accords did not result in the slated economic forum to address inequalities in the country. Instead the government adopted structural adjustment measures, leading to privatization measure and increasing free trade.
The rate of poverty is great in El Salvador.nbsp;nbsp; Free trade policy has increased the crush on small farmers and others. It is difficult for people to migrate to the US, but their impetus is poverty. Ironically, this is perpetuated by neo liberal policies directed and implemented by the United States.

For several months wersquo;ve been reporting on the ways repressive governments, here and elsewhere, are promoting legislation that would make opposing them a criminal act in and of itself, regardless of any actual crime that might be committed.nbsp;nbsp; At the same time, the word ldquo;terroristrdquo; has become ldquo;new speakrdquo;.nbsp;nbsp;nbsp; 
nbsp;In 2007 several people who engaged in acts of vandalism and arson over a period of several years were rounded up and charged with terrorism in the U.S.nbsp;nbsp;nbsp; The terrorism charges were leveled, not because they targeted a crowded subway or shopping mall,mdash;on the contrary, they were committed to not harming a single life.nbsp; They were charged with ldquo;terrorismrdquo; because of their beliefs that the companies they were targeting were causing harm.nbsp; They resorted to vandalism after unsuccessfully trying to bring about change through legal channels.nbsp; If they had burned down a building because they liked to watch the pretty fire they would have faced the regular set of penalties, but because these folks are environmentalists they were charged with terrorism as well, as part of what has become known as the GreenScare.
Today we talk with Maureen Block, a Maine activist as well as the mother of an environmental activist labeled as a terrorist and currently serving a 92 month sentence for crimes of property destruction.nbsp; His arrest was part of the green scare which then Attorney General Gonzales called the biggest domestic terroristnbsp; threat.nbsp; Maureen Block is one of the people working to get the word out about the next possible step in this process of criminalizing dissent, the Homegrown Terrorism Bill, also known as the ldquo;Thought Crimes Billrdquo;, and introduced by our own Senator Susan Collins.nbsp; There will be a day of action in Portland , Maine on Tuesday February 19th, 2008

Topic: The United Nations Conference on Climate Change has concluded in Bali.nbsp; We turn to a regional initiative signed by the New England Governors and Canadian Eastern Provinces Premiers.nbsp; In 2001 a climate change action plan was signed to reduce the emissions that cause climate change.nbsp; Their first goal: to reduce emissions to 1990 levels by 2010.nbsp; The initiatives 2007 report, however, concludes that though there are some innovative and effective policies now in place, "the necessary policies are not in place, and global warming emissions are far from under control.nbsp; To get back on track it's going to take real leadership and mandatory policies".

Segment 1: EMMC Nurses

Eastern Maine Medical Center nurses have been offered an increase in pay and benefits,  in what the hospital is calling itrsquo;s ldquo;last, bestrdquo; contract offer.  So why would they even consider not accepting?   The nurses union is also pushing for a ldquo;Professional Practice Committeerdquo;.   The committee would give the direct care staff a say in issues like staffing ratios that impact patient care, and disputes would be resolved by a 3rd party arbitrator,  rather than the higher ranking nurse management.  We spoke earlier today with Judy Brown, President of the Nurses Union.  She says itrsquo;s an issue of the workers having a voice in patient care.

Segment 2: Peace Rally in Bangor

Last Saturday more than 300 people attended a rally in Bangor, calling for peace and for the impeachment of Bush and Cheney.  After listening to several speakers and musicians, the crowd spread out along Main Street with signs-and the line stretched all the way from Shawrsquo;s Supermarket to the Paul Bunyan statue and beyond.   People in passing cars honked and shouted their support.  One of the speakers that day was Mary Alice Horrigan, a mother who lost her son to the war on Iraq.  Peace Activist and Professor Doug Allen made these remarks, and introduced the grieving mother.

There will be a National Day of Action-End the War Now Rally on Saturday, October 27th with a New England regional  rally taking place at Boston Common that day.  Local Peace and Justice groups are organizing buses from Belfast to Boston for the event, as well as coordinating carpools to and from Belfast. Buses will leave Belfast, Saturday morning (October 27th) at 7a.m.  and return to Belfast by 8p.m. that evening.
